The result is quite good. If I leave the "print speed" at 60 mm/s and adjust only the outer wall to 10 mm/s, it's still quite good. So it seems like an acceleration thing.

At Layer 35 in the Gcode add a line M221 S70 to lower the flow to 70%. It really seems to try to make some infill where it makes the dots. When I set Fill Density to 0%, it doesn't do the dots anymore.
